The deal has also opened the door for a rethink of its network strategy and Virgin Media will, for the first time, try to wholesale its cable network to other companies as it expands into new areas. It also wants to rekindle a plan to bring in infrastructure investors to fund the construction.

Virgin Media O2 is already in talks with potential investors and trade partners over financing the project, which could add 7m to 8m homes to its fibre footprint.

The group has talked to Sky, now run by former Virgin Media executive Dana Strong, and Vodafone about a wholesale deal according to a person with direct knowledge of the situation. Vodafone, which said last week it was talking to BT and other parties about network investment, declined to comment. Sky declined to comment.

This would be a great way to enable City Fibre etc to expand, without the need for heavy investment.

I very much doubt it.

Cityfibre themselves are not an internet or content provider, they are an infrastructure owner. They build it and have contracts with internet providers to deploy services over the fibre - currently Vodafone and Zen, I think.

This is what VM02 is proposing. VM set up a separate company called Liberty Fibre Networks a couple of years ago, to build FTTH networks using a mixture of VM infrastructure, BT PIA and new dig, and it was hoping to wholesale a % of these new fibre connections to the likes of Vodafone and Sky similar to how Cityfibre do it, to help fund the build.

Liberty Fibre Networks was wholly acquired by Virgin Media prior to the 02 merger.

This is just a re-announcement of that particular strategy, I’m not even sure it has been announced again or whether it is just a punt by the FT journo.

But VM has made a strategic decision not to wholesale its current network to retail networks like TalkTalk, Sky, etc. The article suggests that it is this approach which might change.
