They don't get that, it's a premium service.
I think it's more a case of saying that as you get the Discovery content through the linear channels anyway, we'll give you the app that contains this content.

Sky TV customers already enjoying the 12-months’ discovery+ Entertainment pass will now be able to access the discovery+ Entertainment and Sport service on an ongoing basis as part of their Sky TV package. Those customers will be automatically upgraded.

STV has got the rights to "Brookside" for STV Player from February 1st.
Starting with ten episodes dropping when five episodes dropping weekly.

And in the middle of the article, that figure is stated, followed by a caveat…
