DSL & SpeedTest both give roughly the same result for me (just now, 3:35pm).
Up 21.4 M
Down: 206 M

IIRC SE bought in proper USB support.
If you must stay traditional I'd recommend you go to XP SP2 or SP3. It's similar enough to 98se, and can be made to look the same visually, that you'd feel at home but does handle memory and hangs far better and most vendors still have software that is compatible.
A registry tweak will give security updates until mid 2019. (Courtesy of embedded XP systems)
My laptop runs W7 pro but with classic shell and is still very XP like.

I get the same ping on my 300meg line. I'm afraid 9ms is the best we have as far as I'm aware.

I’m lucky to be able to pay for it, ping is all I care about due to some online gaming, also means I might download a game at 50GB and with the Xbox One X coming out soon, games could be up to 100GB. So the download speed helps out.

Still a big fan of this over speedtest.net. For you guys on cable VM's hosting of speedtest.net servers in hub sites alongside the algorithms Ookla use make this more representative of actual experience - traffic has to leave the VM network much as your day-to-day traffic does, it doesn't stop at a server that's potentially a matter of metres from your CMTS.
