My local branch is usually quiet, though it does host a fair few events for the village. The main regional branch a couple miles away is normally pretty quiet too, though last time there was a kids thing on, I heard Wheels On The Bus just before I left, though it was in another room to keep the noise down.

Most libraries I've been to have been sufficiently quiet. It might be worthwhile looking at their website and familiarising yourself with when events are on so you can avoid them. University libraries are super quiet, especially if you go to upper levels or fringes.

Too rarely, but yes. I go there when I feel a burn out is close and I need a place that is totally silent.

Not since they allowed people to use their mobile phones in them...I find that having to overcome the urge to hit someone is a tad distracting.
