Windows is not seeing the disc at all.

Whatever the format of the disc, it should see something, even if it doesn't "understand" it. Does it make a noise when loading and trying to read the disc? The mechanical parts of the DVD drive have to move around to seek the tracks on the CD.
According to this. the file system of the disc should be readable.

The fact that they could see a sub-folder, means the disc was readable.
