Your downstream power levels are much too high and this is causing a large number of post RS errors. These are errors that cannot be corrected by the RS
(Reed Solomon) encoding so the packets have to be re-requested.
DS power should be within +/-6dbmv.
You'll need a tech to take a look at the installation.
Small amounts of excess level can be taken out by an FP attenuator but yours is way out and needs looking into.
