When Freeview launched, after the collapse of On Digital and before the licence change that allowed BBC B to operate on commercial terms, BBC services were split between BBC A and the new BBC B (and SDN). The Community Channel was also carried on BBC B, as a charity / community service that was allowed under the BBC's PSB licence. With the introduction of HD, BBC services on BBC B were squeezed onto BBC A alongside its existing services. There wasn't enough room for the Community Channel and since then it has been allowed to operate on any free capacity available on the commercial multiplexes. As you suggest, it does get squeezed out whenever commercial channels are willing to pay for the slot it has been using.
