If anything, it is Putin that has reacted to NATO actions.

Hmm, Spring to March 2020. I think over a year is hard to call a reaction!

The driver is more likely to be an attempt to increase Putin's popularity within Russia.

NATO has been doing a lot more than that and for longer. The central point is that whenever people complain about Russia doing X, it is nothing compared to what NATO gets up to.
NATO aircraft routinely approach Russia borders, and are based in neighbouring countries, eg Belarus.

Belarus is firmly within Russia's grip. I doubt there are any NATO bases there. Do you have a link?
